Participation Act for a modern administration and participation in a migration society
Ten years ago, the Participation and Integration Act (PartIntG) was passed at the initiative of the State Advisory Council for Integration and Migration Issues. It was intended to promote the inclusion and participation of people with a migration background and to ensure that political participation bodies and structures became accessible to them. Berlin was the first federal state to pass such a law.
The verdict after 10 years: the law is still not well enough known, the requirements set out in it are not concrete enough, and consequently, they have not been implemented sufficiently. The diversity of Berlin's urban society was not reflected in the administration's staff. Furthermore, some concepts and terms are no longer up to date or do not align with the actual goals of the law. Yet these goals remain relevant and are even more urgent than ever.
Against this backdrop, the law has been revised and a new draft has been presented. In the future, it is to be called the Berlin Act for the Promotion of Participation in a Migration Society (PartMigG). The goal of the PartMigG is to promote and enforce the equal participation of people with a migration background in political bodies and the public sector at both the district and state levels.
We need a modern administration that considers everyone. Berlin's diversity should also be reflected in the public sector—at all levels of employment. Ten years ago, Berlin was a pioneer in this field with its first Participation and Integration Act, and hopefully, it will continue this with the new amendment!
