Whether it concerns major questions about Germany's future policy or everyday issues, the federal administration is where key decisions are made for the country's future and the lived realities of many citizens.

Administrative action means carrying out public tasks and shaping them for everyone in the population. Increasing diversity among administrative staff is therefore playing an increasingly important role, because—in theory—a diverse administration can better address the needs and interests of all citizens.

In its 2021 coalition agreement, the Federal Government set itself the task of introducing "a holistic diversity strategy with concrete support measures, targets, and measures for cultural change" (p. 94). Ideally, change must be based on empirical data. However, initial surveys show that only about 12% of employees have a statistical migration background. Furthermore, there is hardly any information on other groups vulnerable to discrimination (with the exception of gender and severe disability) or their intersections.

The following questions will be discussed:

• How fit is the federal administration for a pluralistic society?
• What goals and measures should it pursue, and how can these be supported by scientific evidence?
• What form of empirical diversity study is needed to advance diversity-oriented and anti-discrimination organizational development within the federal administration?

These questions will be discussed together based on the results of the new DeZIM study, "Diversity in the Federal Administration: The Example of the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth," and the experiences of the expert panel.
