Dr. Yuliia Seidaia

Dr. Yuliia Siedaia is a Ukrainian political consultant, policy researcher, and governance expert with over 20 years of experience at the intersection of international cooperation, security, and local politics. Her work spans national institutions, local governments, and international organizations, including the National Democratic Institute (NDI), NATO-supported programs, and the National Health Service of Ukraine.

Yuliia has played a leading role in advancing gender equality in Ukrainian politics, having designed and led some of the country’s most impactful initiatives promoting women's political leadership at both local and national levels. As Program Manager at NDI, she developed and implemented the “School of Political Leadership for Women”, "Together for Democracy", and the “She Can” campaign, contributing to increased female political participation and long-term democratic development across Ukraine.

Her academic background in sociology and international relationships supports her applied research in security, decentralization, and democratic reform. She has held fellowships with the Konrad Adenauer Stiftung (KAS) and the Global Public Policy Institute (GPPi), contributing to NATO- and EU-aligned policy discourse, particularly in the areas of Feminist Foreign Policy and Security Sector Reform, post-conflict governance, and reintegration of women veterans.

At EAF Berlin, Yuliia brings her deep expertise in gender-inclusive policy, local governance, and regional security to support inclusive democratic transitions in Ukraine and Eastern Europe.
